CEPA seminar "Environmental Crime" in Slovenia
From 17 to 20 May 2022, the Police Academy in cooperation with the Directorate of Criminal Investigation organised a CEPA expert seminar on "Environmental Crime".
The seminar was attended by 12 criminal investigators from all CEPA member states and 5 criminal investigators from Slovenia.
Environmental crime and in particular the area of illegal shipment of hazardous and non-hazardous waste is becoming one of the most lucrative illegal businesses in the EU. The illegal trade and transport of hazardous and non-hazardous waste poses a potentially high threat to the environment and society. Here we are talking about completely new manifestations of crime in terms of atypicality for classic criminals, which brings such acts to a much higher level of complexity.
In the introduction to the seminar, Benjamin Franca, Criminal Investigation Department, presented the situation in Slovenia and the region as well as the current threats in this area. Then Gregor Peklar, Criminal Investigation Department, presented to the participants the role and tasks of the Inspectorate for Environment and Spatial Planning and the Financial Administration of the Republic of Slovenia in detecting environmental crime. The representative of the Inspectorate for Environment and Spatial Planning, Mr. Bojan Počkar, presented the tasks of the Inspectorate and several practical examples. The next day, several cases of environmental crime were presented to the participants. Uršula Belaj, Criminal Investigation Department, presented the tasks of the police in the field of endangered and protected plant and animal species.
On the third day, a presentation and tour of the port of Koper was organised, which included a practical inspection of three containers. The Financial Administration of the Republic of Slovenia presented the work of customs in the port of Koper. The inspection was carried out by representatives of the Customs and the Inspectorate for Environment and Spatial Planning. After returning to Ljubljana (Log pri Brezovici), the participants observed the course of the joint inspection of waste transport by road, which was carried out by the police, customs and the Inspectorate for Environment and Spatial Planning.
On the last day, Matjaž Drmaž, Criminal Investigation Department, presented the framework and possibilities of international cooperation in solving environmental crime and the importance and necessity of information exchange. Representatives of the Directorate for IT presented the use of unmanned aerial vehicles "Drone" for the purpose of surveillance and detection of environmental crime. The topic of the use of advanced technologies in the detection of environmental crime was also presented.
The participants rated the seminar as very successful and useful. It was particularly important that the participation enabled the exchange of knowledge, experience and contacts for future international police cooperation.
Personnel change in Slovenia
In Slovenia, there was a change of personnel in the CEPA board.
Police Councillor Robert Furmann from the Office of the Director General of Police in Ljubljana is the new CEPA board member in Slovenia with immediate effect.
CEPA welcomes Mr. Robert Fuhrmann as the new CEPA board member and is looking forward to a good cooperation.
CEPA seminar "Internationally operating groups of offenders specialising in residential house and flat burglaries"
The Austrian Ministry of the Interior, in cooperation with the Provincial Criminal Police Office of Lower Austria, organised the international CEPA seminar "Internationally acting groups of offenders specialising in house and flat burglary" from 9 to 12 May 2022 at the Vienna Security Academy.
During the four days of the seminar, the speakers and the seminar participants exchanged their experiences in the field of burglary crime. Approaches to prevention and strategies to combat this type of crime were discussed and special investigation methods were discussed.
The experts gave lectures on investigative approaches and proposed solutions for transnational cooperation. The seminar participants presented current investigative procedures using practical examples from the individual CEPA countries.
A total of 27 seminar participants from the Czech Republic, Slovakia, Austria, Switzerland, Hungary and Germany took part in this CEPA training. They also had the opportunity to get to know working life at the Vienna Police School and to make new professional as well as collegial contacts.

The CEPA Journal 01 2022 has been published on the topic of "New Modes of Operation in the Smuggling of Migrants into Central Europe".
Hard copies are sent by the National Liaison Offices or by the CEPA Central Coordination Office to police stations or police officers upon request.

Personnel change in the CEPA board of directors
The Central Coordination Office of CEPA would like to inform that there has been a personnel change in the CEPA Board in Switzerland.
The Swiss Police Institute (SPI) has taken over the Swiss representation in the CEPA bodies from the Federal Office of Police fedpol as of 1 January 2022 and will provide the Secretariat CH. Thus, the SPI follows its strategy to strengthen the cooperation in the field of supranational police training. The announced change is also associated with the assumption of representation on the CEPA Board.
It has been foreseen by Switzerland that Ms. Laura Antonelli Müdespacher of fedpol - with thanks for the valuable services rendered - will hand over the representation on the CEPA Board.
Mr. Stefan Aegerter, Director Swiss Police Institute SPI, is a new member of the CEPA Board.

Personnel change in the CEPA Board of Trustees
The Central Coordination Office of the Central European Police Academy in Vienna informs that there has been a change of personnel at the CEPA Board of Trustees in Germany.
Instead of Mr. RD Manfred Kraus, Mr. KD Dennis Hormann will represent the CEPA Board of Trustees at the BKA from now on.

Postponement of the "NQF Level 5 Certified CEPA Course 2022"
Due to Covid and the great uncertainty for an event that lasts 7 weeks and includes a lot of travel activities, the Certified CEPA Course 2022 will be postponed to the period 01.08. to 16.09.2022.

The Central Coordination Office of CEPA would like to inform you that there has been a personnel change in Switzerland in the MEPA Board of Trustees and in the National Liaison Office of CEPA in Switzerland as of 01.01.2022.
Mr. Stefan Aegerter, Director Swiss Police Institute SPI, is a new member of the CEPA Board of Trustees and also takes over the function of course instructor for the certified CEPA course.
Mrs. Ruth Perrin, Head of Administration for Courses Swiss Police Institute SPI, takes over the management of the National Liaison Office of CEPA in Switzerland.
