Closing of the 27th CEPA main course in Budapest/H
On April 21, 2019, the 27th CEPA Main Course 2019 was concluded in Budapest during a closing ceremony with the presentation of certificates.
In the presence of high-ranking guests from home and abroad, the graduation ceremony for the participants of the 27th CEPA Main Course "Prevention and Fight against Internationally Relevant Crime" was held in Budapest, at the Center for International Training.
Between 25 February and 12 April, the 22 police practitioners from the CEPA member countries had the opportunity to participate in this MEPA training in seven locations - Prague (CZ), Eltville (D), Biel (CH), Ljubljana (SLO), Vienna (A), Bratislava (SK) and Budapest (H).
The focus of this training was on the mediation and deepening of investigation and combat strategies in the field of cross-border / international criminal police cooperation.
During this course the participants worked on the workshop on "Combating international human trafficking in connection with computer crime and asset protection". The results of the workshop were elaborated in writing and presented to an international panel during the closing ceremony.
The written results of the workshop will be made available to all investigators in the CEPA countries, so that police officers who did not participate in the course can also benefit from the results. In addition, the results will be available for insider download on the CEPA homepage.
Mr. COL. Stanislav Šišulák, from the Academy of the Police Corps in Bratislava, mentioned the importance of CEPA in international police cooperation.
On the occasion of the closing speech, Lieutenant Colonel Christian Schuster spoke about the uniqueness of the CEPA training event and thanked all those responsible at CEPA for conducting this course.
Dr. Istvan Farkas, Director General of the Center for International Training of the Ministry of Interior in Hungary and member of the Board of Trustees of CEPA, together with Colonel Ágnes NÉMETH of the HA Kriminalpolizei in the National Police Headquarters of Hungary, presented the course participants with the certificates of successful completion of this CEPA training.
Within the framework of the closing event the meeting of the course leaders of the CEPA countries also took place. In addition to evaluating the results of the current main course, CEPA experts and representatives defined the first concrete tasks of the next CEPA main course in 2020.
New CEPA board member in Switzerland
In Switzerland, there was a change on the board. The Central Coordination Office of CEPA would like to inform you about it.
Laura Antonelli Müdespacher, Deputy Head of International Police Cooperation and Head of the International Relations and Staff Division at the Federal Department of Justice and Police (FDJP), is the new CEPA Board member in Switzerland with immediate effect.
The CEPA welcomes Mrs. Laura Antonelli Müdespacher and looks forward to a good cooperation.
27th CEPA Main Course in Biel/CH
The 3rd main course week took place in Switzerland from 11 - 15 March 2019 in Biel on the topic of prevention and combating of internationally relevant crime. 22 participants started the course in Prague, Czech Republic, then went to Eltville, Germany.
The weekly programme was carried out as planned. Presentations were given on the topics: Money laundering, the century art theft in Zurich, combating drug crime, asset confiscation, terrorism, police attachés, phishing, forecasting home burglaries with the analysis software PRECOBS as well as kidnappings abroad. In addition, the participants were given time to work in the group workshops.
During an excursion to Berne, the Cantonal Police BE and its tasks were presented. The course attendants were introduced to the lake police at Twann as well. Interested parties could even benefit from a boat trip on Lake Biel (in turbulent waves).
There was an extraordinarily good group dynamic.
27th CEPA Main Course in Vienna/A
The CEPA Main Course 2019 was held in Vienna from 24 to 29 March 2019. The 22 participants from the CEPA countries had already been guests in the Central European countries, the Czech Republic, Germany, Switzerland and Slovenia. The topic of the main course "Prevention and Combating of Internationally Relevant Crime" could also be dealt with very effectively in Vienna.
In Vienna, practical and operative lectures on the subject areas of "trafficking in human beings", "international rocker crime", "international target investigation" and "property crime" were held. In addition, a guest speaker from the public prosecutor's office held a practical discussion using the example of international investigations with the help of the instruments "mirror procedures" and "joint investigation teams". The preservation of evidence and the investigation strategies for cyber crimes as well as insights from the experts of the SIReNE office Austria within the Federal Criminal Police Office were further topics which were presented.
During an excursion to the Federal Criminal Police Office, the participants were able to get to know the work in this area and discuss it with the experts during several technical discussions.
The workshop of the 27th main course is dedicated to the topic "Human trafficking in connection with cyber-crime and asset skimming", in which the participants have to deal with various tasks. The results will be presented by the participants at the closing event at the site in Budapest/Hungary.
The 27th CEPA Main Course 2019 was opened in Prague
The 27th CEPA Main Course 2019 will take place from 25 February to 12 April 2019. This course will be held at seven locations in the Czech Republic, Germany, Switzerland, Slovenia, Austria, Slovakia and Hungary. On 25.02.2019 this course was opened in Prague by representatives of the Ministry of the Interior of the Czech Republic and the Police Academy in Prague. At the opening, both the Czech representative of the board Dr. jur. Petr Novák, Ph.D. and the Prorector Ms. Doc. PhDr., CSc. Ludmila Cirtková, mentioned the importance of CEPA's international training.
The main course will last seven weeks and 22 participants from the CEPA countries will attend this CEPA training. Participants will learn about legal and strategic elements as well as operational and tactical measures in the fight against organized crime.
During the course, experts from CEPA countries will introduce participants to the latest trends and methods in the fight against organized crime. The focus will be on international cross-border cooperation and the elaboration of joint measures. The course will also cover the latest trends in the field of cyber-crime, as well as the latest trends in trafficking in human beings, drug crime and property crime.
Participation in practical exercises in the modern and efficient fight against crime is intended to demonstrate the practical added value of this course.
During the main course the 22 participants will attend a workshop, where different tasks around the topic "human trafficking" are to be worked on in the 7 weeks. A practical case will serve as a basis. At the end of the course, the results of the workshops will be presented to a panel of experts. The workshops will be accompanied and led by experienced experts from Austria and Slovakia.
German course as preparation for the 27th CEPA main course
7 participants from those CEPA member states who do not have German as their mother tongue attended a German language course in Vienna from 04 to 15 February 2019. Under the direction of the Central Coordination Office of CEPA, the participants were taught police vocabulary by German trainers from the CEPA member states Czech Republic, Slovakia and Hungary.
The participants had to prove what they had learnt in the afternoons by visiting different police stations and museums. But also tasks at public places in Vienna had to be completed.
For example, they visited the Naschmarkt in Vienna, where the German students had to communicate with market visitors as part of their training.
All in all, this was a successful event, as the feedback forms of the participants showed. Everyone is now prepared for the 27th CEPA main course, which will start on 25.02.2019 in Prague/CZ.
Course leader meeting for the 25th CEPA Special Course 2019 in Kašperské Hory/CZ
From 29 March to 31 January, the course instructor conference for the 25th CEPA Special Course 2019 was held in the Czech Republic in the Bohemian Forest near Šumava.
The course instructors and border police experts from the 7 CEPA countries planned the course and contents for the 25th Special Course in 2019 in the CEPA countries "Czech Republic, Germany, Slovenia and Austria". This course will also be celebrated as an anniversary course, as this CEPA activity has already been successfully organized in Europe for 25 years.
The CEPA Special Course will last 4 weeks and offer space for a total of 24 participants. The participants will be sent from the 7 CEPA countries. The course duration of 4 weeks requires that at 3 locations of the course in each case 2 CEPA countries will be responsible for the contents and that in the last week Austria will additionally organize the ceremonial conclusion of the course.
The course will be opened on 16 September 2019 in the Czech Republic at the Holesov location and will be ceremoniously concluded on 11 October 2019 in Vienna. The 25th anniversary of this course will also be celebrated in Vienna.
In the course of the training, experts from the CEPA countries will present the latest trends and methods in the fight against border police crime to the participants. The focus will be on international and regional cooperation. Current illegal migration will also play a special role. Technical and new border surveillance measures will round off the programme. The focus will be on the workshop entitled "Border control and surveillance", which will challenge the participants during the 4 weeks. At the end of the training, the participants will present their results on this workshop topic to an international audience of experts.
CEPA online training from 07 - 09 January 2019
From 7 January to 9 January 2019, the 1st ONLINE meeting in 2019 took place in Germany at the police training centre in Böblingen near Stuttgart.
The heads of the national liaison offices of the 7 CEPA countries were trained in the area of the new CEPA platform "CEPA-Online" by experts from the Presidium for Technology, Logistics and Service of the Baden-Württemberg Police and familiarised with the new applications.
The CEPA homepage offers not only the latest standard, but also the possibility for CEPA employees and participants of the training courses to work and communicate transnationally via the ONLINE platform.
In the last months old tools were replaced by new platform applications, which were shown and presented to the participants of the meeting. The colleagues from the Baden-Württemberg Ministry of the Interior and the Presidium for Technology, Logistics and Service offered the meeting participants a pleasant program and professional training that will make the work of the CEPA managers more efficient.
CEPA activities 2019
In 2019, the Central European Police Academy will organize the 27th CEPA Main Course 2019 - Prevention and Fight against International Crime, and the 25th CEPA Special Course 2019 - Cross-border Cooperation in Compensation Measures and Border Police Tasks. Furthermore specialist seminars on criminal police and border police topics.
CEPA also offers internships in the CEPA countries.
The National Liaison Office in Switzerland is still examining whether a seminar can be offered in 2019.
The Central Coordination Office of CEPA wishes Merry Christmas and all the best for 2019.
CEPA meeting in the Czech Republic
On 10.12.2018 a working meeting took place in Prague with representatives of the Czech National Liaison Office and the Central Coordination Office of the Central European Police Academy. At this meeting the possibilities of qualification of CEPA courses with NQR certificates by the Central Coordination Office of CEPA were presented.
Dr. Petr Novák, CEPA Board Member in the Czech Republic, welcomed the efforts to certify CEPA training courses, which will initially be limited to the main CEPA course. Future graduates of this CEPA further training will have the opportunity to include the learning outcomes acquired in this way in their professional CV.
In addition to this CEPA meeting, there was also a meeting with the first deputy of the Ministry of Internal Security and Police Training of the Czech Republic, Mr. Jiří Nováček. At this meeting the basic police training and the training of investigators in the field of cybercrime and Dark-Net in the Czech Republic and Austria were discussed.
